What Does This Mean?

The local paper quoted a superintendent of an Abbott district as saying:

I know 2.5 cents is a lot to every tax payer, but in regard to our budget, it’s really nothing

This was his justification for a local tax hike.

I am not certain what that means.  The way I read it, he is saying that the district’s budget is so large that adding to one’s tax load to fund it is minimal given how much they already pay ($1,012 before the tax bump, $1,037 after).

Is there another explanation?
